SpaceX is establishing its own city, called Starbase, in Boca Chica, Texas, to support the development and testing of its Starship rockets. The company has purchased much of the local village, aiming to create a thriving community with amenities to attract aerospace talent, while also addressing the challenges of limited infrastructure and workforce in the area. As SpaceX expands its operations, the transformation of Boca Chica into a bustling industrial city could significantly impact the local economy and serve as a crucial hub for future space exploration.

Why SpaceX Is Starting Its Own City

In late 2018, a resident of Boca Chica spotted a new structure at the SpaceX site, initially thought to be a water tower. However, it was soon revealed to be the beginnings of the Starship. At that time, SpaceX’s presence in Boca Chica was minimal, with just a small tent and a pile of dirt marking their facilities. The site had only a few workers, and its significance for Starship’s development was not yet recognized. Most expected the manufacturing to occur in California, where SpaceX’s main engineering team was based.

Why Boca Chica?

So, why did SpaceX choose Boca Chica for their Starship project? Despite lacking infrastructure and a skilled workforce, Boca Chica offered vast, affordable land in a sparsely populated area. This was crucial for testing large rockets without endangering nearby residents. However, Boca Chica wasn’t entirely uninhabited; a village of 35 houses was nearby, popular among retirees and vacationers. SpaceX aimed to change this by purchasing the entire town, offering residents three times the market value for their homes. Over the years, SpaceX acquired more land and hired hundreds of workers to maintain a 24/7 work cycle. The facility continues to expand, with plans for additional launch mounts and landing pads.

Building Starbase

SpaceX’s vision extends beyond a Starship factory; they aim to build a city called ‘Starbase.’ While Boca Chica is ideal for rocket launches, it lacks a pool of aerospace engineers. Currently, the site employs local workers and SpaceX staff who travel from California. Many are on short-term contracts, rotating between Boca Chica and SpaceX’s main facilities in Hawthorne and McGregor, Texas. This incurs significant travel and accommodation costs for SpaceX.

To attract top talent, SpaceX needs to make Starbase an appealing place to live. This means offering amenities typical of a city, creating a welcoming environment for employees and their families. SpaceX has started by building a restaurant and a tiki bar near the build site, providing a space for employees to relax after work. The restaurant features outdoor seating with a roof made from old Starship flaps, serving as a reminder of their mission.

Enhancing the Area

SpaceX has introduced a new role, Resort Development Manager, to oversee the design and planning of facilities for their future spaceport. This includes a luxurious resort for high-paying space tourists. However, attracting workers is crucial for these plans to succeed.

One unique feature of Starbase will be a futuristic bar atop the high bay, an 80-meter tall building with a gantry crane for stacking Starship sections. The bar will offer 360-degree views of Starbase, with glass floors allowing a view into the high bay. Initially, this area will be exclusive to SpaceX employees, with plans to open it to the public in the future.

Living Arrangements

Most employees live in a campsite 200 meters from the high bay, featuring over 30 Airstream trailers equipped with kitchens and sleeping spaces. Although efficient, each trailer costs between $50,000 and $100,000, comparable to buying a property in Boca Chica village. SpaceX has purchased most of the village, with employees moving into and renovating these homes.

The population of Starbase is expected to grow significantly, necessitating the construction of more homes. Starbase aims to be more than a rocket factory or a resort; it seeks to become a thriving city. Elon Musk envisions Starbase covering a larger area than Boca Chica, potentially extending to the nearby city of Brownsville.

Challenges and Opportunities

Boca Chica is currently an unincorporated village, lacking services like law enforcement and fire departments. Incorporation requires a petition and approval from local residents, most of whom are now SpaceX employees, potentially simplifying the process. However, incorporation is complex and rare in this county.

SpaceX’s plans have also impacted Brownsville, where many employees reside. The state of Texas has invested millions in public relief to improve the city’s appearance, and Elon Musk has donated over $30 million to the area. As plans for Starbase unfold, Brownsville residents see opportunities for new businesses. However, the city’s poverty means some locals may struggle as the economy grows and taxes rise, leading to opposition to Starbase.

The Future of Starbase

The developments in Boca Chica are fascinating to watch. SpaceX has ambitious plans for Starbase and the surrounding areas. Over the next decade, we may witness a transformation from one of the poorest parts of the country into a thriving industrial city, potentially becoming a gateway to Mars. It’s a challenging journey, but history shows that spaceflight advancements can lead to significant progress for humanity.

At the end of 2018, a local resident of Boca Chica shared an image of a new structure at the SpaceX site. Most people assumed that this was nothing more than a new water tower. However, after rounds of speculation, SpaceX revealed that this structure was actually the beginnings of Starship. At the time, SpaceX’s activity in Boca Chica was quite limited. Their entire facility consisted of a small tent at the build site and a pile of dirt at the launch site. There were only a handful of workers, and no one really knew how important Boca Chica would be for Starship’s development. Most people were expecting Starship to be manufactured in California, where most of the SpaceX engineers lived and worked.

So why did SpaceX choose Boca Chica as the base for their Starship project? Despite the lack of basic infrastructure or a skilled workforce, Boca Chica offered an abundance of affordable land in an area that was mostly uninhabited. This was crucial for SpaceX since testing rockets on this scale would pose significant risks to any nearby residents. However, Boca Chica wasn’t completely uninhabited. Right next to the build site was the main village, which consisted of 35 houses. This area was a desirable location for retirees and vacationers, but SpaceX was about to change that.

In order to make the area completely uninhabited, SpaceX began the process of purchasing the entire town and sent letters to residents, offering to buy their homes at three times the market value. Over the next couple of years, SpaceX acquired more land and hired hundreds of workers to begin a 24/7 work cycle. To this day, the SpaceX facility in Boca Chica continues to grow, with new plans to expand the launch site and add additional launch mounts and landing pads.

The goal here isn’t just to create a massive Starship factory; SpaceX aims to build an entire city, calling it ‘Starbase’. Although Boca Chica is a great place for launching and landing rockets, it isn’t exactly known for its skilled aerospace engineers. Currently, the Boca Chica site consists of some local workers and SpaceX employees who fly in from California. Many of these workers are on six-month contracts and rotate in and out from SpaceX’s main facilities in Hawthorne and McGregor, Texas. For all of these employees, SpaceX incurs significant travel and accommodation costs.

At their headquarters in California, they have access to some of the brightest minds in the industry. Over the last two decades, this has allowed SpaceX to build an incredible team of engineers and technicians. For many young engineers, working at SpaceX is a dream job. However, to attract the best talent to Boca Chica, SpaceX needs to enhance the area’s appeal.

For Starbase to be a pleasant place to live, it needs to offer all the amenities typically found in a city. It should be a warm and welcoming environment so that the families of the workers will also be happy to move there. Last year, SpaceX began constructing a restaurant and a tiki bar right next to the build site where employees can unwind after a long day of work. This restaurant features an outdoor seating area with a large roof made from old Starship flaps, serving as a constant reminder of their work.

Many of these projects fall under the guidance of a new position that opened up last year: Resort Development Manager. This role will likely involve designing and planning facilities for their future spaceport. This will be a luxurious resort for the high-paying customers they expect for their first flights into space. However, realistically, space tourism is only a small part of what Starbase is about. Unless they can attract workers, none of this will materialize.

One of the more unique features of Starbase will be a futuristic bar located at the top of the high bay. This 80-meter tall building has a large gantry crane used to stack large sections of Starship. The bar will be positioned right above this area, featuring glass windows and a 360-degree view overlooking Starbase. Parts of the floor will also be made of glass, allowing employees and visitors to look down into the high bay and observe the work being done on Starships. In the future, SpaceX plans to open this bar to the public, but for now, these areas are only accessible to SpaceX employees.

But where do most of these employees actually live? Just 200 meters away from the high bay is a small campsite, home to over 30 Airstream trailers. These retro-styled trailers come equipped with kitchens and sleeping spaces for up to eight people. Although it seems like an efficient use of space, each trailer can cost between $50,000 and $100,000. For that amount of money, one could purchase an entire property in the Boca Chica village. However, that’s exactly what SpaceX has done. After buying out most of the remaining villagers, SpaceX employees moved into these homes and began renovating them to feel more like home.

It’s expected that the population of Starbase will grow by several thousand in just the next two years, necessitating the construction of many more homes in the area. It’s clear that Starbase will be more than just a rocket factory or a resort for space tourists. But how large will Starbase actually be, and what does SpaceX need to do to establish a city? According to Elon Musk, Starbase will cover a much wider area than Boca Chica. It’s likely that the unused land between Boca Chica and the nearest city of Brownsville will become part of Starbase.

Currently, Boca Chica is known as an unincorporated village, meaning there is no corporation to provide services like law enforcement, fire departments, and building maintenance. For an area to become incorporated, a petition must be initiated with the local county, and the details need to be approved by local residents. In this case, the majority of the residents are now SpaceX employees, which might simplify this process. However, seeking incorporation is complex and especially rare for this county.

SpaceX’s grand plans for Starbase have also impacted areas outside of the Boca Chica village. The nearby city of Brownsville, where many employees come from, has seen significant changes in just the last couple of years. As soon as SpaceX arrived, the state of Texas provided Brownsville with millions of dollars in public relief to improve the city’s appearance. Elon Musk himself has donated over $30 million to the Brownsville area.

Now that the plans for Starbase are public, many residents of Brownsville are sensing opportunities and investing in new businesses. However, for many locals, the situation is more complicated. Brownsville is one of the poorest cities in the country, with many residents living in poverty. While some locals with businesses such as restaurants, shops, and hotels stand to benefit from SpaceX’s presence, those without businesses may struggle as the economy grows and taxes increase. For this reason, many locals are opposed to the idea of Starbase.

Regardless, the incredible developments in Boca Chica are fascinating to observe. It’s clear that SpaceX has ambitious plans for Starbase and the surrounding areas. Over the next decade, we should witness one of the poorest parts of the country transform into a thriving industrial city with aspirations of becoming the gateway to Mars. It will be a long and challenging journey for everyone involved, but if the history of spaceflight is any indication, humanity will thrive with the advancements that Starbase will bring.
